A Joint City/County Budget Meeting of the City Council of
Kearney, Nebraska and the Buffalo County Board of Supervisors was convened in
open and public session at 12:00 p.m. on July 24, 2003, in the Norman Meeting Room at the
Kearney Public Library and Information Center, 2020 1st Avenue, Kearney, Nebraska. Present were: Bruce Blankenship,
President of the Council; Michaelle Trembly, City Clerk; Council Members Don
Kearney, Randy Buschkoetter, Galen Hadley, and Stan Clouse; County Chairperson
William McMullen; County Supervisors Greg Barney, Ivan Klein, Richard Pierce,
Tim Loewenstein, and Horace Dannehl. Absent: Sherry Morrow. G. Allen Johnson,
City Manager; John Prescott, Assistant City Manager; Julie Steffensmeier,
Administrative Assistant; Wendell Wessels, Director of Finance and
Administration; Michael Kelley, City Attorney; Kirk Stocker, Director of
Utilities; Jeanne Saathoff, Library Director; Alan Roesler, Park Superintendent;
Dan Lynch, Chief of Police; Neil Miller, Sheriff; Darrin Lewis, Emergency
Management Coordinator; and Shawn Eatherton, County Attorney were also
present. There were no other citizens present in the audience.
Notice of the meeting was given in advance thereof by
publication in the Kearney Hub, the designated method for giving notice, a copy
of the proof of publication being attached to these minutes. Advance notice of
the meeting was also given to the City Council and a copy of their
acknowledgment or receipt of such notice is attached to these minutes. Availability
of the Agenda was communicated in the advance notice and in the notice to the
Mayor and City Council. All proceedings hereafter shown were taken while the
meeting was open to the attendance of the public.
Director of Finance and Administration presented the
following:
The total County share for 2002-2003 was $594,480.23 with
the total County share for 2003-2004 being $555,777.17. This is a decrease of
$38,703.06 or is approximately a 6.51 percent decrease from last year. The
City’s total share for the 2003-2004 is $554,114.64.
COTTONMILL LAKE PARK
The total tax requirement in this budget for Cottonmill Lake Park is $248,040.00 with the County
portion being $148,824.00. Some of the more notable expenditures
include (1) replace siding on nature barn - $1,000.00; (2)
repair park roads - $1,500.00; and (3) 4-H project area at nature barn -
$5,000.00.
The current Interlocal Agreement between the City and County
provides the County pay 2/3 of the costs and the City pay 1/3. A new Interlocal
Agreement has been approved by both entities. The new agreement will provide
that by the fiscal year 2005-2006 the County and City will split the costs
50/50 as follows:

BOOKMOBILE
The total
requirement from the County in this budget is $158,407.00. Some of the notable
expenditures include: (1) drive thru drop off - $5,000.00; (2) self-checkout
machine - $30,000.00; (3) replacement computers - $12,000.00; (4) enhanced
software TLC - $6,500.00; and (5) DVD/CD repair machine - $10,000.00.
EMERGENCY MANAGEMENT
The total tax requirement for Emergency Management is $18,093.00
with the County portion being $9,046.50. Some of the notable expenditures
include: (1) new siren (northwest Kearney) - $17,000.00; (2) two replacement sirens - $32,000.00; and (3) photo
ID camera - $7,000.00.
Since the County now employs the Emergency Management Director,
the County will be responsible for the salary and benefits for the employee
through their budget. The Director shall be responsible for the day-to-day
operations and will report directly to the Buffalo County Sheriff when issues
or emergencies involve the County and to the Chief of Police when issues or
emergencies involve the City. A new Interlocal Agreement has been approved by
both entities.
KEARNEY/BUFFALO COUNTY LAW ENFORCEMENT CENTER
The total requirement from the County on this budget is $255,930.21
and the City’s requirement is $350,000.00. Some of the notable expenditures
include; (1) Victim Witness copier - $2,000.00; (2) computer - $2,000.00; and
(3) shredder - $2,500.00.
PROSECUTING ATTORNEY SERVICES
This agreement has been entered into between the City and
County for prosecuting services. The City currently reimburses the County in
the amount of $30,000 annually for these services. Since last year’s joint
meeting, representatives from the County and City have met and discussed this
matter. A new agreement has been approved by both entities adjusting the fee
over the next few years to be paid quarterly as follows:

KEARNEY AREA SOLID WASTE AGENCY
The total
requirement for the Kearney Area Solid Waste Agency is $2,798,350.00. Some of
the notable expenditures include: (1) close Cells 1 and 2 of Phase 1 -
$800,000.00; (2) landfill sinking fund - $500,600.00; (3) office foyer -
$5,000.00; (4) storage building concrete - $15,000.00; (5) two roll-off boxes -
$10,000.00; (6) generator - $20,000.00; (7) replace 1996 landfill compactor -
$385,000.00; (8) litter control fences - $40,000.00; (9) save to replace 1989
scrapper - $125,000.00; (10) copy machine (1/4 cost) - $2,500.00; and (11) leachate
lagoon pump - $15,000.00.
NORTHEAST KEARNEY FLOOD CONTROL PROJECT
The City, County and NRD entered into an agreement for the
purpose of outlining areas of responsibility and cooperation in developing and
carrying out a flood control plan for the Kearney Northeast Flood Control
Project. There is approximately one year left on this project. The City
budgeted $162,125.00 in next year’s budget.
VEHICLE FUEL PURCHASES
This is an Interlocal Cooperation Agreement between the
City, the County, and the Kearney Public Schools to provide the purchasing of
gasoline.
Moved by McMullen seconded by Hadley to accept the proposed
budget as presented. Roll call resulted as follows: Aye: McMullen, Barney,
Pierce, Loewenstein, Dannehl, Klein, Blankenship, Clouse, Hadley, Kearney, Buschkoetter. Nay: None. Morrow
absent. Motion carried.
