Promoting Safe and Responsible Riding in Our Community
With the growing popularity of bicycles, electric bicycles, and electric scooters, the City of Kearney has developed clear guidelines to help riders, drivers, and pedestrians share the road safely. These devices provide new ways to travel efficiently, but they also introduce new safety challenges — especially for young riders.
This section of our website is designed to help residents understand where bikes, e-bikes, and scooters can be operated, what local laws apply, and how to ride safely and responsibly. Our goal is to reduce accidents, prevent injuries, and keep Kearney’s streets, trails, and sidewalks safe for everyone.
City Ordinance Overview
Under Ordinance No. 8766, effective October 29, 2025, the City of Kearney regulates the operation of bicycles, Class I–III electric bicycles, and electric foot scooters on public streets, trails, and sidewalks.
The ordinance defines where these devices may be used, establishes basic safety requirements, and outlines prohibited behaviors such as careless or reckless operation.
